Use

An alternative to Vimshottari for certain births: BPHS advises it when the birth falls in the day of the dark fortnight or the night of the bright fortnight. Wealth and worldly matters are its particular field.

Meaning

Ashtottari gives a hundred and eight years to eight grahas - the Sun 6, the Moon 15, Mars 8, Mercury 17, Saturn 10, Jupiter 19, Rahu 12 and Venus 21 - and excludes Ketu, who is given no lordship in this system at all. It is not a variant of Vimshottari to be chosen at will: the classical condition for its use is stated by BPHS, and where the condition does not hold the tradition keeps Vimshottari.
